Start with the activity, not the bank account
Panama’s income-tax system focuses on income produced in Panama. DGI describes taxpayers as people receiving income from activities carried out in the territory, regardless of nationality, domicile or residence. Receiving money from an overseas client or into an overseas bank account does not, by itself, settle where the income is sourced.

Remote-worker visa rules have their own conditions for qualifying foreign-facing work and income. If relying on that category, have your adviser assess the actual activity and applicable tax treatment rather than applying a blanket remote-work exemption.

Make a separate row for each type of income
| Income or asset | Facts that matter | Records to bring |
|---|---|---|
| Employment or consulting | Where duties are performed; employment/business structure; any applicable special regime. | Contracts, invoices and a work-location calendar. |
| Foreign pension | Type of pension, source, payer, withholding and former-country rules. | Award letter and annual statements. |
| Investment income | Interest, dividends and gains may follow different rules; identify issuer, asset and transaction. | Statements, acquisition costs and sale records. |
| Panama rental property | Local rental activity and separate property obligations. | Lease, rent and expense records; property identification. |
Do not combine a pension, consulting fees and investment proceeds into one line called “foreign money”. Ask for a conclusion for each category, including the facts and legal basis supporting it.

Immigration residence and tax registration are separate
DGI’s individual-registration guidance cites a tax-residence rule based on spending more than 183 days in Panama in the same tax year or the immediately preceding year. This is a day-based rule to check, not a statement that every case can be resolved by counting days alone. A residence card does not itself supply a complete tax analysis.
Ask whether you need a RUC or NT, a return, invoicing arrangements or other reporting for your activities. The DGI guidance lists supporting records for foreign individuals with taxable income, including immigration movement records and contracts, invoices or appropriate certification. Keep the tax-residence assessment separate from the registration receipt.

What still needs to be checked in your former country?
A Panamanian tax conclusion does not decide Canadian or UK departure status. U.S. citizens also have their own continuing federal tax questions. Give each adviser the same dated facts, then ask which income belongs on which return and whether withholding or relief applies.
- What is the former country’s departure date, and what facts support it?
- Which pension or investment payers must receive an updated address or tax-residence declaration?
- Are there gains, property income or business obligations that continue after the move?
- Which treaty or domestic relief provision, if any, applies to the particular income?
For departure preparation, use the Canadian residency guide or UK residency guide. Confirm the applicable agreement rather than assuming Panama has the same treaty arrangements with every country.
Your next step: prepare an income-source map
For each expected income stream, write the payer, activity, work location, asset location where relevant, payment frequency and evidence available. Add a column for the adviser’s treatment and unresolved facts. This gives a tax discussion something concrete to assess.
Keep tax payments separate from your household spending budget. Ask for the tax-year-specific filing and payment calendar once the classifications are settled, and revisit it if your clients, work location or investments change.
General preparation information. Examples are hypothetical. Official requirements, your facts and any applicable decree control the result; obtain qualified advice for personal immigration, tax and filing decisions.
